New Citizenship Test to Be Introduced in New Zealand

From late 2027, applying for citizenship in New Zealand will come with a new requirement a formal test to assess applicants’ understanding of the country’s values, rights, and responsibilities.

The announcement marks a significant shift in how citizenship is granted. Instead of simply signing a declaration, applicants will now need to actively demonstrate their knowledge through a structured, in-person test.

From late 2027, citizenship applicants will take a test to demonstrate they have sufficient knowledge of the responsibilities and privileges of being a citizen of New Zealand.

The upcoming test will be a multi-choice exam conducted in person, designed to ensure that applicants understand the core principles that shape New Zealand society.

Why This Change Is Being Introduced

Under the current Citizenship Act 1977, applicants must already demonstrate that they understand the responsibilities and privileges of being a citizen. However, until now, this has largely been based on a signed declaration.

The new system strengthens this requirement by introducing a measurable and consistent standard.

Authorities believe this approach will:

  • Ensure all new citizens have a clear understanding of national values
  • Promote stronger civic awareness
  • Reinforce trust in the citizenship process

Passing Criteria and Preparation Support

To successfully pass the test, applicants will need to achieve at least 75% correct answers.

To support candidates, the government will provide:

  • Official preparation materials
  • Study guides
  • Practice resources

These resources will be released ahead of the rollout to help applicants prepare confide

What This Means for Future Applicants

For many migrants, gaining citizenship is one of the most meaningful milestones in their journey. This new test highlights that becoming a citizen is not just about residency — it is about understanding and embracing the nation’s values.

While the test may add an extra step, it also brings clarity and transparency to the process. Applicants will know exactly what is expected and how to prepare.
