The New Zealand Government has announced a significant overhaul of the driver licensing system, including removing the traditional full driver-licence practical test. The changes are aimed at making it cheaper and more accessible to get a full licence while encouraging safer driver behaviour.

Transport officials confirmed the reforms in early 2026, with most changes expected to take effect from 2027. These updates mark one of the biggest reforms to the Graduated Driver Licensing System in over a decade.

What’s Changing?

  • Full licence practical test scrapped: Drivers will no longer need to sit the second practical test to move from restricted to full licence, reducing time, stress and cost.
  • Lower overall costs: The total cost of getting a full car licence is expected to fall, making the process more affordable for young drivers and families.
  • Longer learner period for young drivers: Under-25s will spend longer on a learner licence, with options to reduce the period through recorded supervised driving hours or approved training courses.
  • Revised restricted licence rules: Restricted periods will differ by age group, with penalties such as demerit points extending the time drivers remain on a restricted licence.
  • Stronger safety rules: Zero-alcohol limits will apply to learner and restricted drivers, and hazard perception testing will be strengthened.
  • Tighter oversight of training providers: Authorities will have more power to monitor and take action against unsafe or poor-quality driver training services.

The government says these changes aim to strike a better balance between road safety, fairness and affordability, especially for young and first-time drivers.
